Zoning Administrator
Department of Land Use, Housing & Development

Starting Hourly Rate $37.49 - $42.76/hr
Complete Salary Range to $51.33/hr

The REQUIRED Town of Lexington application form and cover letter must be received in
the Town's Human Resource Department. This position is open until filled.

GENERAL SUMMARY:
Under the direction of the Building Commissioner, performs administrative, regulatory, inspection,
enforcement, and technical work to support the Zoning Board of Appeals and the Building
Commissioner in the administration and enforcement of the zoning by-law. Provides customer
assistance to the public regarding zoning and related land use questions.

ESSENTIAL JOB FUNCTIONS:
* Provides support to the Zoning Board of Appeals (ZBA). Attends bi-monthly meetings;
conducts technical and legal analysis and research, and presents information to the Board;
prepares correspondence and reports; works with ZBA clerk to ensure timely reporting
and filing of ZBA actions and decisions.
* Manages, tracks, and coordinates the intake and review of applications to the ZBA. Assists
customers with the application process, reviews applications, and determines which will
be heard by the ZBA and which by the Zoning Administrator. Assists in preparing technical
memoranda in response to applications and petitions and in setting conditions appropriate
to each decision. Conducts periodic inspections to monitor compliance with ZBA decisions.
* Interprets, administers, and enforces all provisions of the Zoning By-Law. Provides
analysis and information for the ZBA, other Town departments, and the public.
* Monitors compliance with conditions of building permits, special permits, and variances to
determine compliance with Zoning By-Law.
* Develops and recommends policies related to zoning matters and assists in drafting
changes to the Zoning By-Law. Monitors state zoning legislation and court cases to
determine their effect on the Town, and informs staff of changes in legislation.
* Reviews and interprets building, site, architectural and related plans, drawings, and
specifications. Advises on the form, content, and accuracy of plans and related drawings
and documents submitted to the ZBA.
* Conducts inspections in response to zoning complaints, informs property owners of
violations, and performs appropriate enforcement action. Represents the Town in zoning
related legal actions.
EMPLOYMENT OPPORTUNITY

* Reviews cases being prepared for trial and prepares detailed reports of activities and
investigations made. Consults with prosecutors and prepares case report for court action.
Works with police and prosecutors to obtain statements, depositions or admissions as
needed. Conducts hearings and testifies in court.
* Reviews wireless telecommunications and sign building permits.
* Provides assistance to the public and to staff in other departments by answering zoning
and related land use questions.
* Makes oral presentations to the ZBA, other boards, and commissions, and in various public
forums.
* Sits on interdepartmental review team to provide review on various development projects.
* Provides technical guidance to department administrative staff and helps orient new
appointees to the ZBA.
* Maintains and works to improve computerized database systems, ZBA forms, and the
department website. Maintains a variety of print and electronic records and case files.
* Performs special projects and other related duties as required, directed, or as the situation
dictates.
* Regular attendance at the workplace is required.

SUPERVISORY RESPONSIBILITY:
None.

MINIMUM EDUCATION & EXPERIENCE:
* Bachelor's degree in planning, urban studies, public administration, engineering, or a
related field, with a minimum of three years of increasingly responsible related experience
in zoning administration, planning, or permitting or any relevant combination of education
and experience.
* Valid Driver's License or ability to move between locations independently

ADVANCED EDUCATION & EXPERIENCE:
None.

QUALIFICATIONS:

Knowledge of:
* Principles and practices of zoning administration, including compliance and enforcement
methods.
* Pertinent Federal, State and local laws, and zoning related codes and regulations enforced by
the Town, including the Zoning Enabling Act Chapter 40A.
* Site planning, plan review, design review, and building construction.
* Municipal operations, organizational responsibilities, and the function and authority of the
Board of Appeals.
* Modern office procedures and equipment, including computers, record keeping, and report
preparation.

Ability to:
* Effectively function in a public environment which requires a variety of customer service,
including responding to difficult and sensitive requests/inquiries from the general public.
* Formulate, implement, and manage the permitting and compliance processes.
* Read and understand deeds, easements, surveys, and engineering/architectural plans.
* Interpret and enforce pertinent Federal, State, and Local laws, and zoning related codes and
regulations.

* Exercise sound judgment and initiative, independently analyze conditions, and determine
course of action.
* Operate computer and various software necessary for performing assigned duties, including
GIS.
* Be organized, thorough, consistent, and objective.
* Communicate clearly and concisely, both orally and in writing, and maintain effective working
relationships.

WORKING CONDITIONS & PHYSICAL DEMANDS:
Works outside in all weather conditions and is occasionally exposed to environmental hazards.

May be required to stand, walk, bend, and climb, for extended periods of time, and to use eye-
hand coordination and finger dexterity. Occasionally lifts and/or moves up to 50 pounds. Operates
motor vehicle, cameras, and portable radio.

Some work is performed in a normal office environment, not subject to extreme variations of
temperature, noise, odors, etc. Operates computer, printer, photocopier, and other office
equipment.
