The Role

The Network Implementation Program Manager is responsible for planning, scheduling, coordinating, and managing a wide variety of projects involving the construction of fiber optic service to new residential, Single-Family Units (SFU), Multi Dwelling Units (MDU) and Outside Plant (OSP) facilities. Oversees the construction process from conceptualization to completion including working with and managing as needed, engineers, construction supervisors, contractors, various trade workers and project managers. Effectively monitors and manages quality and completion of work and resolve issues, including field visits and audits of work quality. Accurately reports on the progress of a project and updates databases as applicable, e.g., Site Tracker, Bidmaster, Fireworks and Gigabit Passive Optical Network (GPON).

Location and Schedule
  • This job is centrally located in Pasco, WA.
  • Ability to travel 30-40% in required territory.
  • This is an extremely fast-paced work environment and accessibility is expected to be 24x7x365, with the need for off hours being rare.
The Main Responsibilities

* End to end project management.
* Relationship building with Vendors as well as quality audit of work performed by vendors.
* Responsible for work-load balancing among resources.
* Responsible for functional management of a market.
* Field interface for engineering or new construction.
* Moderate to Complex work using external vendors: Joint utility trenches, site meets and permitting.
* This position will include aerial and underground inspections; and audits of contractors performing construction of Lumen fiber optic service to new residential, Single-Family Homes (SFU) and Multi-Dwelling Units (MDU), in accordance with Lumen standards.
* This position will also be involved in the development, trials, and implementation of new processes, process documentation, web applications, and field software.
* Expected to be able to assign and dispatch work to contract inspectors via email or through online database applications, with the ability to assist the contract inspectors in resolving complex issues, provide updates via conference calls with a wide distribution and audience of both internal and external partners.
* Familiarity with the current Lumen RUS coding/Newco Units is a plus in the contract inspection position as well as the ability and desire to continuously learn new systems and applications.
* Knowledge of OSP construction techniques, telecom industry OSP best practices, and overall maintenance of a safe job site is a must; with the ability to determine cost effective solutions to bring into compliance complex problems.
* The successful candidate works with other team members to assure timely completion, quality work and safe working practices throughout the labor and billing cycle.
* This Network Implementation Program Manager position supports Lumen Unifying Principles, works with team members across several disciplines including Business and Consumer, Network Services, various customer groups including homebuilders, general contractors, and sub-contractors.
* The selected candidate will possess strong leadership and decision-making skills.

What We Look For in a Candidate

Minimum Requirements:

* Bachelor's Degree or equivalent education and/or 5+ years professional experience.
* Knowledgeable and able to work in appropriate systems and Microsoft Office
* Fluent on current approved products and technology
* Ability to travel as much as 30%-40%.
* Ability to split time between field visits and desk work.
* Must have a valid driver's license, with a satisfactory driving record. MVR check will be required.

Preferred Requirements:
* Minimum 5 years' experience in OSP telecommunications construction or operations, or equivalent education and experience
* Proficiency in Microsoft Office (Excel, Word, PowerPoint)
* Ability to delegate work and manage many projects at the same time under tight deadlines.
* Ability to manage both capital and expense budgets.
* Comprehensive knowledge of construction practices and procedures, including underground, buried, and aerial construction of copper and fiber facilities.
* Prior experience reading blueprints and schematics.
* Prior experience and knowledge of building codes and relevant laws to ensure the project is in compliance with building standards and regulations.

Compensation

The starting salary for this role differs based on the employee's primary work location. Employees typically do not start at the top of the range, though compensation depends on each individual's qualifications.

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.

This position is eligible for either short-term incentives or sales compensation. Director and VP positions also are eligible for long-term incentive.
