Responsibilities

Job Summary:

The Security Analyst is an experienced security professional who performs the duties as the primary Contractor Program Security Officer (CPSO) and/or primary Contractor Special Security Officer (CSSO). The CPSO/CSSO works closely with Government Security offices to ensure all security obligations are met. This role performs all aspects of on-site execution of program security requirements for assigned SAP/SCI program(s) to ensure compliance with regulatory guidance. This role is responsible for developing, implementing, interpreting, and applying existing various U.S. Government regulations, ex. Intelligence Community Directives (ICD), DoD Manual 5205.07, DoD Manual 5105.21-M-1, the CFR 32 Part 117 (NISPOM Rule). In addition, the Security Analyst will monitor classified information systems and controlled areas, track personnel security processing, conduct periodic self-inspections, oversee the implementation/completion of corrective action plans, and thoroughly investigate and document security violations/adverse information reports. The candidate must be a United States citizen with the ability to obtain and maintain Top Secret eligibility and be willing to undergo a polygraph examination, as required.

Responsibilities:

The CPSO/CSSO will:

    Provide oversight to ensure compliance of security requirements and to maintain compliant security posture of assigned programs and areas. Provides security guidance and is responsible for answering security related questions.
  • Implement Standard Operating Procedures (SOP) Concept of Operations (CONOPS), Program Protection Plan (PPP) and Fixed Facility Checklists (FFC) that assures compliance with government regulatory manuals.
  • Interacts with multiple levels of Draper management and technical staff to convey information related to program indoctrination briefings and debriefings.
  • Conducts administrative inquiries of security incidents and non-compliance.
  • Maintains knowledge and understanding of security community policy changes, communicate pertinent changes.
  • Support Business Development by providing security requirements and the estimation of security support for proposals.
  • Keep laboratory Directors apprised of security changes in government security requirements and procedures.
  • Must use sound judgment and good business practices, while maintaining good working relationships with internal and external customers.
  • Execute ongoing program-specific security education and training program structured to meet the needs of briefed program personnel.
  • Execute the security self-inspection program as well as the actions to correct deficiencies and improve the overall security posture across each program area.
  • Maintain positive working relationships with external and internal customers.
  • Executes the Construction Security Plan (CSP) for the construction and/or modification of work areas IAW the government's physical security specifications.
  • Maintains compliance by coordinating with company facilities staff and contractors to ensure the maintenance, repair, and testing of access control and alarm systems.
  • Maintains required security databases.
  • Responds to after-hours alarms and emergency conditions.
  • Performs courier duties and other security related travel in the local area and in the U.S. as needed or required.
  • Responsible for classified material accountability and control.
  • If required maintain COMSEC accountability for special access programs to include encryption devices, secure telephones (STE), and classified communication networks.
  • May provide indirect supervision and training of less experienced security staff members.

Qualifications

Required Experience

  • Must be a US Citizen with an active, in-scope Top Secret security clearance eligibility.
  • Candidate must maintain clearance eligibility and consent to polygraph examination as required by program sponsors.
  • Bachelor's degree in Security Management (or related field) and 5 years of experience or the equivalent of two years of post-high-school education and 7 years of related experience.
  • Must be located (or relocate to) within 60 minutes commuting distance from the facility.
  • Possess strong written and professional communication skills and interpersonal and organizational skills; be detail-oriented.
  • Knowledgeable in MS Office Suite.
  • Working Knowledge of NISP/SAP/SCI security regulations.
  • Some local or national travel may be required.
  • DOD and R&D laboratory experience desirable.
